In the meantime, the Ministry of Justice operated the Social Immigration Program with government funds and had foreigners pay only the cost of teaching materials and evaluations, as the number of foreigners residing in Korea and the number of participants in training surged, it was decided that it was necessary to collect tuition.

In fact, the number of participants in education, which was 36,620 in 2020, reached 35,823 at the end of June this year, and it is expected that about 60,000 people will participate by the end of the year.

In response, the Ministry of Justice decided to impose a minimum amount of self-burden to encourage students to learn, since providing free support to foreigners who retake classes due to failing in the evaluation or dropping out of the course could reduce the learning effect.

The Ministry of Justice plans to conduct a pilot project for charging fees for education for foreigners who retake education from 2024, and then review whether to further expand it.

The funds raised through the fee-based system will be re-invested to improve the educational environment and educational quality, and will be used to improve learning convenience and educational environment for participants.

However, in consideration of the fact that social integration education for foreigners has a public interest character that affects Korean society as a whole, we plan to minimize side effects such as a decrease in the number of participants through charging by stage and target rather than charging the whole system.

In addition, education fees will be waived for socially underprivileged people such as the disabled and refugees, and those who need preferential treatment, such as marriage immigrants with multiple children, to ensure that no class is left out of education due to charging fees.

Going forward, the Ministry of Justice plans to improve the social integration education environment so that foreigners can fulfill their role as proud members of Korean society, while continuing to promote policies that allow citizens and foreigners to respect and understand each other's culture.
