Recently, South Korea is focusing on investigating children who gave birth in hospitals but whose births were not registered with the government.
The Ministry of Health and Welfare announced that it would conduct a nationwide investigation to confirm the whereabouts and safety of children who had only temporary newborn numbers issued by medical institutions because their births were not registered in consultation with related organizations such as the National Police Agency and local governments.
The Board of Audit and Inspection recently found two such infants and requested an investigation by the city of Suwon and the police.
In the end, it was confirmed that these infants were killed by their mothers and kept in the refrigerator.
This mother revealed, "I already have three children, but it was difficult to raise children because of the difficult family situation.“
The police arrested the mother for murder and people were shocked. So, a nationwide investigation was launched.
Another mother suspected of abandoning her baby did not report the birth even after giving birth, but recently told the police, “I told the police that I was looking for someone to raise my baby on the Internet, and there was someone who contacted me, so I gave the baby to that person.”
Previously, the Board of Audit and Inspection announced that there were 2,236 infants and toddlers nationwide whose births had not been registered for eight years from 2015 to 2022

Introduction of birth notification system
In order to find a fundamental solution, the Ministry of Health and Welfare decided to actively consider introducing a birth notification system that automatically notifies local governments of the birth of a child in a medical institution.
In Korea, according to the Resident Registration Act, parents must register the birth within one month of giving birth. However, even if you do not register your birth, all you have to do is pay a fine of 50,000 won. There is no obligation for medical institutions to notify the administrative authorities of the birth of a child.
We believe that when the birth notification system is implemented in the future, the state and society will recognize the existence of children and related support will be provided so that children will not disappear.
