The Korean government has decided to strengthen the Korean language education system and improve school education conditions in multicultural areas in order to create an educational environment where all children of immigrant backgrounds can grow to the fullest of their abilities.
The reason the government announced this plan is because it was found that students with immigrant backgrounds have a higher rate of dropping out of school compared to all students, and their college entrance rate is only 40.5%, which is significantly lower than that of all students (71.5%).
Strengthening Korean language education to ensure educational opportunities
First of all, the Ministry of Education decided to strengthen the Korean language education system for students with immigrant backgrounds.
For elementary, middle, and high school students who cannot keep up with coursework due to lack of Korean language skills, we have decided to operate 40 regional ‘Korean Language Preparatory Courses’ (3 months to 1 year) starting next year, with priority given to 33 cities, counties, and districts with multicultural schools. This program will be operated in the form of out-of-school foster education.
We decided to expand university student mentoring, in which local university students provide one-on-one customized Korean language education and counseling to students with immigrant backgrounds, from 4,000 this year to 8,000 next year.
We plan to gradually expand Korean language classes operated in elementary, middle, and high schools depending on local conditions. In particular, we decided to improve the program so that this Korean language class could focus on the Korean language education required for each grade level to actually help children take school classes.
We also plan to operate an artificial intelligence (AI)-based online Korean language learning center starting next year so that students and parents can learn Korean on their own at home. The online learning center uses artificial intelligence technology to provide a thorough analysis of the student's Korean language achievement process and strengths and weaknesses.
‘Global Outstanding Talent Scholarship’ newly established
The Ministry of Education has also decided to actively support students with immigrant backgrounds so that they can grow into outstanding talents by taking advantage of their individual strengths.
The government and companies will jointly provide support by establishing the ‘Global Talent Scholarship’, which selects low-income immigrant background students with strengths such as bilingualism and provides them with a monthly scholarship until they graduate from college. This can be said to be a very unconventional support policy! ^^
In order to strengthen multicultural customized education such as bilingualism and understanding of foreign cultures, 200 schools will be designated and operated as ‘Multicultural Strength Development Policy Schools’ next year.
In particular, we decided to discover and spread the ‘multicultural specialized vocational high school’ model so that students with immigrant backgrounds can grow into highly skilled practical talents, and to expand after-school vocational education programs in connection with junior colleges.
This announcement by the Korean Ministry of Education is very welcome as it improves the program to provide practical help to students with immigrant backgrounds in learning Korean and provides unprecedented scholarships to outstanding bilingual students.
